
AMCP Concerned by Loss of Critical Health Services for Millions of Patients under H.R. 1
Urges Congress to restore vital Medicaid funding before 2027 implementation
July 3, 2025—Alexandria, VA. The Academy of Managed Care Pharmacy (AMCP) is concerned about by the Medicaid cuts enacted with the passage of H.R. 1, also known as the “One Big Beautiful Bill Act.” By the government’s own estimates, these cuts will result in the loss of health coverage for 17 million Americans.
“At a time when health care costs are growing, we should not be reducing patients’ access to treatment,” said AMCP CEO Susan Cantrell. “Medicaid has provided essential coverage for families—including 40 percent of US children—for decades and has been a leading example for how to provide cost-effective health care. AMCP urges Congress to restore vital Medicaid funding before H.R. 1’s 2027 implementation deadline to avoid a devastating reduction in health care services for millions of patients across America’s health care ecosystem.”
AMCP believes provisions in the bill to reduce provider tax payments will force lower reimbursement rates on hospitals and other providers, and force states to enact more drastic cuts to their Medicaid budgets. AMCP is also concerned that new paperwork requirements for Medicaid will subject individual patients—and the program overall—to unnecessary red tape and administrative burden that will increase enrollment churn and further reduce access to care.
AMCP cautions these changes will result in less preventive care and more preventable emergency room visits, increasing costs for everyone across the health care system and threatening hospitals with closure, which will further reduce access to critical care for American patients.
