AMCP Members Bring Managed Care Pharmacy Expertise to Capitol Hill for Legislative Days 2026

AMCP members gathered in Washington, DC, on May 18–20 for Legislative Days 2026, to advocate for managed care's legislative priorities addressing patient access, affordability, and care delivery.

The event began with a day of education sessions designed to align members on key policy issues, strengthen how those issues are communicated to lawmakers, and provide background on the history and value of advocacy. AMCP member-advocates learned how to translate real-world experience into clear, relevant policy input for lawmakers who may not be familiar with managed care principles.

 

 

AMCP’s 2026 priorities are to expand value-based access through the MVP Act, establish coverage pathways for prescription digital therapeutics through the Access to PDTs Act, and support pharmacist-provided care through the Main Street Pharmacy Access Act (formerly the ECAPS Act). Each act affects how coverage decisions, clinical evidence, and cost management intersect in practice.

AMCP is proud to have congressional champions who recognize the value of managed care pharmacy. During our Capitol Dinner and Awards Reception, AMCP honored Representatives Troy Balderson and Doris Matsui with the Achievement in Pharmacy Policy Award, recognizing their leadership as original sponsors of the Access to Prescription Digital Therapeutics (PDTs) Act.

Our members brought their perspective directly to Members of Congress on Hill Day. Across more than 110 meetings with House and Senate offices, they had conversations focused on how AMCP’s legislative priorities improve access to vital therapies, promote affordability tied to patient outcomes, and enable pharmacists to get Medicare Part B reimbursement for essential public health services.

Policy conversations are strongest when they are tied to real-world applications, and lawmakers are eager to learn from subject-matter experts. Legislative Days provides a structured opportunity to bring perspective based on experience and practice into the policymaking process.

Key Issues at a Glance:

  • Value-Based Access (MVP Act)
    Expands value-based purchasing in Medicaid by aligning payment for therapies with patient outcomes, supporting access to high-cost treatments while maintaining sustainability.

    Prescription Digital Therapeutics (Access to PDTs Act)
    Establishes a pathway for Medicare and Medicaid coverage of software-based treatments, expanding access to care for conditions such as diabetes and substance use disorder.

    Pharmacist Services (Main Street Pharmacy Access Act)
    Supports continued access to pharmacist-provided care by enabling Medicare reimbursement for testing and treatment services, strengthening a key access point in the health care system.

AMCP extends its thanks to the congressional offices that met with members and engaged in these discussions on improving patient access and affordability.

The conversations that began in Washington will continue as policy proposals evolve and new challenges emerge. Legislative Days is one step in that process, connecting practitioner experience with policymaking at a critical point in time. That work continues through ongoing advocacy efforts and at future AMCP policy events such as the Policy Summit, where these discussions will be revisited with new context and new decisions.

Health care and managed care policies continue to shift in response to new evidence, innovation, and economic pressures, making sustained engagement, advocacy, and education essential to ensure that best practices are reflected in that policy.
