On January 15, 2026, the White House released its Great Healthcare Plan (the Plan) as a broad framework for congressional action on lowering drug prices, lowering insurance premiums, and increasing price transparency. The Plan outlines several policy ideas for Congress to consider.
Drug Pricing:
- The Plan proposes codifying the administration’s recent Most-Favored-Nation agreements with pharmaceutical manufacturers to require the same prices for prescription drugs as in certain other countries. Voluntarily negotiated deals would be grandfathered in.
- The Plan proposes increasing the number of pharmaceutical drugs available for over-the-counter purchase.
Insurance Premiums:
- The Plan proposes redirecting subsidy payments directly to eligible Americans to allow them to purchase health insurance.
- The Plan proposes a cost-sharing reduction program.
- The Plan would prohibit fees paid by pharmacy benefit managers (PBMs) to brokerages.
Insurance Standards:
- The Plan would require health insurance companies to publish rate and coverage comparisons on their websites in plain English to assist consumers with insurance purchasing decisions.
- The Plan would require health insurance companies to publish the percentage of their revenues that are paid out to claims versus overhead costs and profits on their websites.
- The Plan would require health insurance companies to publish the percentage of insurance claims they reject and average wait times for routine care on their websites.
Transparency:
- The Plan would require healthcare providers and insurers to provide pricing transparency to patients up front.
